[00:00:10] so welcome to our Global Network webinars my name is Alexander lki and I will be moderating this webinar today together with my colleagues Sean LEL and P you today we have with us uh three colleagues hopefully uh claraa vanderpol from un
[00:00:35] tourism Peter lmer and Julio Lopez ASO who are the co-chairs of the UN Tourism Committee on statistics this they will talk about how to measure the sustainability of Tourism tourism is a major global economic sector contributing about 4% to
[00:00:59] Global G GDP and one of the most important export categories tourism is also a driver and enabler of sustainable development the statistical framework for measuring the sustainability of Tourism provides a solution to the
[00:01:19] pressing need for a harmonized methodology to effectively assess the sustainability of Tourism this framework was developed under the leadership of the UN Tourism Committee on statistics and by a dedicated multi multi uh stakeholder
[00:01:39] expert group in 2024 so earlier this year the UN statistical commission endorsed the first sectoral statistical framework framework that goes beyond GDP and which demonstrates the potential to integrate
[00:01:57] data across economic environment m al and social dimensions in this webinar today our speakers will introduce the framework and will reflect on its relevance and will highlight uh pioneering applications so let me now quickly
[00:02:17] introduce our speakers so we have with us Clara who is the acting director of Statistics at un tourism she works on the development and promotion of Internet standards in the area of Tourism and leads activities on capacity
[00:02:34] development and international data sets p is a statistician specialized in tourism and travel statistics at statistic Austria he is responsible for tourism statistics since the year 1998 and Peter is an active member of
[00:02:55] several International working groups and has a leading role in the UN tourism commit committee on statistics Julio is in charge of the research and knowledge department at the National Tourist office of Spain and is
[00:03:11] currently also a co-chair of the UN Tourism Committee on statistics he has been involved in tourism marketing and research for many many years so now before sorry so now before we start just a few more uh practical
[00:03:29] remarks we will first hear uh the presentations before we will have a Q&A session at the end um during the presentation feel free to write comments and questions into the meeting chat at any time and then during

[00:04:39] that would be nice y looks good thank you wonderful so yes thank you very much and it really is a pleasure to be here um with you thank you very much to unsd to Alexander and to PA for facilitating this webinar focusing on tourism
[00:04:56] measurement and I'm really happy to be here ALS Al of course with uh with my good friends and colleagues um Peter from statistics Austria and Julio from the Spanish Ministry in charge of Tourism and who are both indeed
[00:05:09] co-chairs of our committee on um statistics at un tourism and who have in fact played both of them leading roles in the development of this um of this framework that I will have the pleasure to introduce to you now now to give a
[00:05:26] little bit of context we uh we have all been tourists right at some point in our lives and hopefully more regularly right every year in any case um many of us have the fortune to uh to be able to enjoy in tourism and so we have all seen
[00:05:43] instances right of Tourism uh being sustainable or perhaps being not so sustainable right tourism can on the one hand Propel economic opportunities even in remote areas um social inclusiveness cultural Exchange and peace building um
[00:06:01] it can also help make economic sense of protecting the environment and cultural um Heritage um but at the same time we have all also seen instances um and in the news for example over these past few months especially here in Europe of
[00:06:18] instances of um of locals um manifesting themselves against the tourism model that they feel H doesn't properly cater to their needs um but we have also seen examples of popular beaches or other tourism sites being shut down
[00:06:35] momentarily to allow for nature to recover so clearly this is a very complex issues with many potentials a potential um positive and perhaps not so positive challenges in tourism and so it becomes increasingly important to be
[00:06:50] able to measure and Benchmark performance of Tourism um across countries within countries but also with respect to the broader economic social and environmental systems that tourism is nested in um so there are basically two
[00:07:07] rationals right for for for for considering tourism and its sustainability on the one hand there's a realization that tourism can become more sustainable and should become more sustainable and at the same time there's
[00:07:20] the realization that tourism can support or even deter efforts towards sustainable development more broadly and this has in fact been recognized in the sustainable development goals and the UN 2030 agenda as part of goals um 82 and
[00:07:37] 14 that explicitly mention sustainable tourism so we need information to uh credible and comparable information to better assess these elements um and to harness the full potential of Tourism as a Force for good we must harness the
[00:07:54] power of data statistics is in fact part of our mandate at un tourism as a un specialized agency and we have an explicit mandate in this sense to collect analyze publish and standardize and to overall improve the statistics of
[00:08:10] Tourism and to promote their integration within the broader sphere of the United Nations system and for this reason over the past seven years um under the umbrella of uh the committee on statistics at un tourism a global effort
[00:08:28] has been taking place to towards developing a statistical framework for measuring the sustainability of Tourism here we see just to give you bit of the context we see the three existing standards when it comes to tourism um
[00:08:43] measurement um with respect to basic tourism statistics we have the international recommendations for tourism statistics that you might be aware of uh these deal principally with the measurement of flows right of people
[00:08:56] and Associated um EXP expenditures or financial flows related to uh to tourism and um next we also see the standard for economic contribution also called the tourism satellite account which really deals with things like
[00:09:13] tourism direct GDP the value added of the tourism Industries and jobs and now over these past years a the most recent development has been this statistical framework for measuring the sustainability of Tourism that builds on
[00:09:28] these previous existing standards in TM measurement and integrated it with other systems of measurement such as um the system of environmental and economic accounting the different um standards available in employment statistics to
[00:09:45] give a more broader and to push let's say the limits of the system of Tourism statistics Beyond an economic sphere to include also environmental and more social aspects of Tourism so we are considering things like emissions water
[00:10:01] energy use um the generation of waste the use of land also ecosystems and on the social perspective um additional elements pertaining to employment uh decent work education and skills for example but also um things that have
[00:10:18] become very um relevant more recently with regards to visitor and Resident perceptions regarding tourism and of course on the economic side also considering tourism's e economic contribution from a more sustainability
[00:10:31] lens so things uh characteristics of Tourism establishments um things like seasonality Etc and now one of the um one of the one of the um characteristics of the process in developing this framework that uh we found was very
[00:10:49] important from the start was to um to try and reach out and build as much as possible on existing uh standards and areas of expertise so there was an explicit um attempt to um to build across different dimensions but also
[00:11:07] across um territorial scales right so all the way from the need to cater to international data demand such as the sdgs but also National right tourism strategies but also mainstreaming tourism and other economic policy for
[00:11:22] example and also subnational and local levels measurement needs and so we could consider that there was an explicit attempt from the start to consider this as a 360 approach to tourism right considering the different sustainability
[00:11:37] Dimensions the different territorial scales and also reaching out beyond the tourism Community very much also within the statistics Community um and including different types of expertise um such as well of course
[00:11:52] tourism statistics and accounting but very much also environmental statistics and accounting Labor Statistics us space faal statistics Etc now here's a little bit of summary of the process that uh that took place um here one important
[00:12:09] element to uh to highlight perhaps is that this was very much of course a technical development process but also very much one of consensus building right so we had to make sure that this was being developed um in the most
[00:12:24] rigorous fashion possible uh but also ensuring that everyone around the table felt felt comfortable with the result and felt comfortable also with the scope of ambition right because ultimately it does have to be um it has to be
[00:12:41] realistic uh while maintaining also a certain level of um of ambition so here are some of the um Pilots that have fed the development of the framework because it was considered very important that this framework would
[00:12:57] be feasible right in a majority of countries so besides of course um promoting a modular and stepwise approach towards its implementation it became very important also to learn from practical experiences in countryes so
[00:13:13] the framework has been tested um in 14 areas with a subnational focus and 15 experience have had a national Focus which also goes to pinpoint the importance of the different territorial scales when it comes to tourism and
[00:13:29] particularly the subnational one because that's really where everything happens when it comes to tourism its management and also its um impact right on the local population on the environment at the places
[00:13:45] visited and here uh now as Alexander pointed out in the beginning this framework was um was endorsed at the last session of the UN statistical commission earlier this year and this was well this was fantastic news of
[00:14:01] course to all of the um the experts in the countries that worked very hard on this process over the past years and I think I have seen some of uh the contributors also in the audience with us today so that is
[00:14:16] fantastic and in a nutshell so this framework was developed by an expert group um under the leadership of the committee of statistics of uh un tourism um there was an editorial board uh first chaired by um by the Philippines and then by
[00:14:35] Canada and the expert group on MST was chaired by uh by Austria in fact by Peter who is with us um um today and uh the endorsement that took place earlier this year was was in fact quite quite enthusiastic so 34 countries intervened
[00:14:50] there were a total of three regional statements on behalf of the group of African countries also on behalf of the European statistical system incl including the European Union and its member states and the EA countries and
[00:15:03] also um um by the group of Gulf cooperation countries as well as ILO and the main International organizations including the UN system which have also been quite active in uh in this development and another perhaps
[00:15:19] important um piece of information is that this framework has been recognized also H by the UN Chief Executives board as an example of moving beyond GDP um to Value what counts and in fact um as the only sectoral example that
[00:15:37] exists that has attempted to uh to do this um to date now these are the the resolutions and the decisions so on the one hand we have the endorsement by so I'm moving in chronological order here first this framework was taken to the
[00:15:57] tourism community at the top level so to the Ministers of Tourism this took place at the end of last year at the UN tourism general assembly in Samaran usbekistan where um where these um where these decisions were taken um and then a few
[00:16:16] months later it was taken to the UN statistical commission for endorsement also by the statistical community and having these two communities on board just made it that much more powerful right because ultimately we design
[00:16:29] statistics to have right to meet information needs by users and these uh right these new these users on the one on the other hand um embodied by the ministries of Tourism really goes to show that it is possible to possible and
[00:16:46] productive to build these two uh build Bridges between these two um important stakeholder groups um and you will see from both of these decisions adopted is that um all um both of them acknowledge the
[00:17:03] importance of implementation in countries and capacity building uh the importance of inter agency cooperation so between policy and statistics and also the importance of um of financing for this implementation stage that we're
[00:17:20] that we're in right now now just a brief overview of the of the framework these are the chapters there's a chapter dedicated to each one of the main dimensions of sustainability so economic social and
[00:17:34] environmental um so I invite you I invite you to have a look um at this at this document perhaps I can put in the chat um the link to it in a little bit and so well some of the benefits around this is that it provides the main
[00:17:50] Concepts definitions and data organization structures uh to support a more comparable and harmonized uh measurement of the main aspects uh involved with the sustainability of Tourism right and so it ensures this comparability and this
[00:18:09] trustworthiness um for moving forward in better assessing tourism sustainability so it's not sustainable tourism but it's for assessing the sustainability of Tourism and these are some of the well policy um policy instruments that have
[00:18:28] recognized um MST or the promotion of mstd and it goes all the way from uh well the European Parliament to uh work ongoing at the regional level also in the Pacific we have um we have also um adoptions by the G20 uh both in Saudi
[00:18:47] Arabia in India and more recently also uh very strong leadership from the Brazil presidency of the G20 as well that has just um taken place it's tourism ministerial uh meetings just these few days ago and now of course an
[00:19:03] important phase of the process has come to an end successfully but we have we're entering a new phase of the process uh with the implementation right so this would involve design and implementation strategy um a selection of um indicators
[00:19:20] based on this framework that will form the basis for uh un tourism also to expand its international data set and Reporting from countries and all of this again we aspire to be able to do together with you again in a uh in a
[00:19:37] yeah in a cooperative and co-design approach so this has been my pleasure I will now hand over to my dear friend and colleague Peter Limer and Julio for sharing their experiences with his framework
[00:20:04] okay so thank you very much uh Clara um I hope you can hear and see my presentation so first of all thank you very much for invitation for this uh for this webinar and good morning good afternoon and good evening to everyone from
[00:20:23] wherever you are listening uh in this seminar and I want to to say uh something what already Clara mentioned in the end that um we are still on the road of improvement so uh the the mstd framework is endorsed which does not
[00:20:41] mean that uh we are not working anymore so I think this is a new start of working and Improvement internationally and also nationally nationally uh in in Austria I would like to give some examples what is going on in
[00:21:02] my country but first of all I want to have some views uh concerning the purpose of the statistical framework from the statistical point of view uh first of all uh for a holistic view on on tourism of course we need a reliable and
[00:21:21] credible tool for measuring the sustainability of Tourism second um I think that tool um as other tools we have already like tourism satellite accounting for example it's a basic for research uh and Innovative
[00:21:37] methodological approaches uh thirdly it's also a precondition and this was also mentioned by claraa before uh a precondition for comparable and consistent data for the users in in tourism we have one issue
[00:21:55] and this is one of the issues uh which I like most because we have a multidisciplinarity of Tourism uh which means that we have to have a very uh comprehensive statistical framework for measuring uh the tourism uh and the
[00:22:15] sustainability of Tourism which is which concerns the social the environmental and the economic environment of course the statistic framework brings new recognition on tourism policy but also on tourism
[00:22:32] statistics and last but not least uh the statistical framework of course give also a greater creditability uh to tourism statistics U itself but on the on the way I mentioned before on the bath uh of course we have
[00:22:49] some challenges um um concerning the implementation and doing this measurement first of all we have to take into account different path according to the different situations in countries concerning the implementation of
[00:23:05] MST um data based on mstd provide a rich database uh but many parts um are unused uh still the the governments concerning uh the MSD or the implementation is very important so the collaboration between
[00:23:23] various stakeholders and Authority is really a precondition uh to implement the MST framework and uh last but not least we have to have a clear uh all we have to have a clear objective of in relation to the compilation but also in
[00:23:42] relation to the governing uh authorities uh to find compromises on both sides what concerning financial means for example but also the consideration of MSD uh within the various National statistical programs
[00:23:59] uh concerning the the Austrian uh development I will give some some examples first of all as in many other countries we have a master plan for tourism a master plan uh is always a kind a paper for setting the tourism
[00:24:16] goals in the near future what was new in this master plan uh which was developed in 1819 uh is to deal also with physical indicators and which goes beyond the the measurement the economic measurement or the physical
[00:24:33] measurement concerning arrivals and overnight stays which is including also the dimension the the social Dimension and also the environmental Dimension the I have to say that the master plan for tourism was developed
[00:24:46] before covid and it was also developed uh before the the the statistical framework or the endorsement of the statistical framework on MST because it was already recognized by the policy here in Austria that we have to have a
[00:25:04] more holistic view in regards to data um on on tourism um I mention it already a lot of concerning the developing of Tourism related indicators a lot of um stakeholders were involved from the from the ministry from uh private Research
[00:25:24] Institute academic the academic world was included also the Austrian national tourism board so it was a variety of stakeholders included uh who are working in the field of tourism in The Wider sense but also in the larer
[00:25:41] sense um on behalf of the ministry statistics Austria developed a set of indicators and the the criteria for developing these indicators was uh several issues what uh which are mentioned here so the the must be an
[00:25:59] informative value for the users what is very important of course uh we looked before developing these indicators on the availability of basic data on the practicability of the data on the timeliness of the of the data on the
[00:26:15] availability of Time series for for monitoring and uh we're looking we looked also to the continuity and the comparability of the data which are one of the preconditions uh for comparing the results um we developed 50 in total 50
[00:26:35] indicators we had an internal group within statistics Austria but we had also a recing group with external Partners so here you see the the list of these 50 indicators uh initially proposed 26 indicators of these 50
[00:26:52] indicators were finally shortlisted and uh in the end uh we had these 26 uh indicators and uh um finally 16 indicators are mentioned in the yearly tourism report which is published by the by the ministry and
[00:27:14] this was uh throughout the years the first time that we are dealing with indicators in the official reports on on tourism um and this is by the way also discussed in the in the in the parliament we have a tourism Committee
[00:27:29] in the parliament where we are presenting uh this uh the figures and data um what was also very important in regard to this tourism master plan that we are developing also Regional tsas we had already tsas for several regions
[00:27:48] since more or less 20 years but now all the important uh federal states uh are included in this uh in this research and we have for the reporting years 2018 and 2021 so for eight Federal provinces we have uh Regional tsas and uh since
[00:28:09] yesterday uh I know also that we are continuing with this work for the reference year 23 again for all uh Federal uh provinces um Austria was also part of the MST un tourism uh Pilots so contributed uh to this uh Pilots what
[00:28:31] already mentioned was already mentioned also by Clara and the pilots of course are important for the whole uh project to test the framework um this is important uh also to give feedback to the framework and um to discuss also Poli
[00:28:50] policy related questions uh from authorities and um I think uh and I'm sure that this work is going on and uh also invite all the countries to to contribute to this important work to this best practices because I think this
[00:29:07] is one of the ways to learn from each other's uh work and uh for it's important for improvement um yes Austria put some some data and and also we are including we were including also some MSD based indicators uh Shan here for example we
[00:29:28] have a guest satisfaction survey for example which is run by the Austrian tourism um Authority uh we have uh the overnight St arrivals we have employment value added based on the tourism satellite account
[00:29:43] for example but we have also environmental oriented um data like the share of renewable source of energy in the Gastronomy sector but also in the in the hotel sector here on this slide you you see some some of these uh of these results
[00:30:02] and one of the of the results concerns also uh the tourism acceptance of the resident people uh but this was a survey done by a research institute it was a pilot uh survey and this brings me to the to the
[00:30:20] last uh issue uh which I want to to present shortly uh to measure the social dimension of tourism in the past very often this was a little bit a black box um so to say but um there are many initiatives going on in in many
[00:30:39] countries now also to measure this the social influence the social impact uh on the on Resident people for example but also the satisfaction of guests which is also quite important for marketing tourism marketing for example but uh for
[00:30:56] us um it's important to mention which was also a part of the master plan for tourism for us it was important um to take over now the measurement on the acceptance uh of Tourism uh of the resident population uh you have heard maybe from
[00:31:19] um some of countries from European countries but also from from other countries over tourism unbalanced tourism these are some Notions which are mentioned and uh to to handle this from the tourism policy side uh tourism data
[00:31:35] is quite important and we are really lucky I have to say that statistics Austria commissioned by the by the ministry uh is doing now this um this survey uh we already started uh with this surve we have a regular survey
[00:31:54] concerning the travel behavior of the austrians and the last part of the questionnaire Now deals with the the acceptance of Tourism uh of the resident people and so the the the people or the respondents jump from The Traveler to
[00:32:13] the to the person who is impacted uh by tourism positively but also negatively there are a lot of examples already available here it's mentioned by Germany they have quite a lot of experience also in this in this field and uh as
[00:32:31] mentioned before the collection of the data now is done within the frame of the quarterly service related to the travel behavior of the Austrian residents um we put a lot of uh not a lot um I have to say it's only uh four
[00:32:48] questions because we want to uh do not have too much burden on the respondents because anyway the the question is quite long but uh we want to get out more information about the impact on the place of residence but also uh for whole
[00:33:07] Austria and one of the key questions of course is uh if there are too many or to less might be also the case uh to less uh number of tourists uh in the place of residence but also in Austria overall uh as I mentioned before we
[00:33:25] already started uh in the first for the first quarter 24 and we are expecting um yearly results we are expecting this results um in the second quarter 2025 so thank you very much uh for your attention and just before I'm finishing
[00:33:48] I have some uh conclusions uh tourism sustainability can never be measured by one indicator alone regardless whether it's a qualitative or quantitative indicator or both what is also very important for the interpretation of the
[00:34:04] of these indicators it's not only the the statistical knowledge but it's very important to have a profound and the Deep knowledge of the whole regions or the region um measuring the sustainability of Tourism requires data comparable
[00:34:21] overtime in space and uh last but not least MST is important gaining Rel relable information on tourism in its wider context and context and very important of course uh it's necessary to have this data information available on
[00:34:38] subnational level so now thank you very much for your attention and I hand over to my dear friend uh Julio uh we're happy that finally you are here so thank you yeah thank you thank you thank you Peter
[00:34:58] thank you everyone uh yes good morning good afternoon good evening um I'm happy I made it because I there was some confusion on on the system because of the time difference and and I thought it was starting later uh but here I am and
[00:35:15] I was able to listen to both presentations and I'm I'll be sharing mine uh a moment uh moment okay I hope you're able to see my screen excellent so H as Peter has said um well social sustainability is uh probably the
[00:35:43] the element of sustain sustainability in tourism that is harder to measure and that um requires almost um there's no I I I don't I can't think of any other way to properly measure it but with with surveys or with with uh uh um calling
[00:36:06] the opinion of of both the the the visitors and the and the residents uh since um we are uh as um the tourism office of Spain are not in charge of official tourism statistics anymore since 2015 that is the national uh Institute
[00:36:28] for statistics in h we um are um more focused on the qualitative uh aspects and the social elements of Tourism sustainability and and we uh decided uh a year and a half ago to start a pilot project to uh try
[00:36:50] to design and test an indicator or a simple set of indicators um that are uh should be able to uh to capture the the resent attitudes towards tourism um the main aim of this project is to develop this indicator that it should be
[00:37:16] uh easy to uh understand and and and and to implement but the still meaningful still should be telling us um the most important things about the underlying reality H so as as as as I said before we decided to undertake this project as
[00:37:37] members of the uh working group on MST and also because we wanted to derive from this um uh clear um tools for policy makers to uh counteract the um emerging problems regarding social sustain ability as Peter already said uh we are
[00:38:03] not inventing the wheel here there has there have been uh a number of um projects already uh regarding uh measuring uh locals perceptions or residents perceptions we did a systematic review of academic literature
[00:38:21] with 64 uh scientific articles new based on only based on surveys and and from uh starting in at the end of the two 2010 the beginning of the 2010 we also uh we have been uh undertaking a satisfaction survey for uh
[00:38:45] International visitors in Spain since 2022 and we have also derived from this from this uh experience some some insights and uh since we don't have much time I'll try to go quickly over it the the survey
[00:39:04] that we have designed it's a an online survey um that is been administered on a Consumer Panel uh that has some some um pros and some Contra some things that are positive and some that are make it more
[00:39:25] difficult for instance um was harder to get enough um um of this uh population group above 65 but we were able in the end to have some 15% of those of our sample from this age group um on the other hand it allows us to uh repeat the
[00:39:47] survey and and have the survey answered by uh at least 50% of the response on both on both ways because we are uh we're doing two waves of interviews one which is finished that uh that went from the end of August to the middle of
[00:40:04] September and the other one is going to be running in November end of October and November so we will be pulling the U uh we will pulling the temperature on the resing population in two different Time moments in time when there are a
[00:40:19] lot of tourists around and when there are not so many uh there are two there there is one key aspect of this of this uh study that comes from a study made by nit that was mentioned by Peter uh before that
[00:40:35] focuses on measuring the the attitudes of the population in two planes uh one on a personal plane and and another one personal Dimension and another one in a community Dimension so we're asking how do they think that tourism affects them
[00:40:51] in their personal life and how do they think that it affects their Community will using the liquid scale from 1 to five the same one that we use for our uh satisfaction survey and it has a lot of advantages to
[00:41:07] use this uh this scale H we also um are trying to identify uh identify factors that are influencing this perception and um the sample sampl method is very simple is uh stratifi priority sampling with simple simple
[00:41:31] allocation uh with three strata that have uh we have divided all the Spanish uh cities and Villages of more than 5,000 inhabitants in three groups best based on their tourism intensity that is the we have divided the the official
[00:41:49] population of the of that uh City or or Village by the number of tourists that were in the in the month of August of 2023 and so we have a a um a tier of high intensity middle intensity and low intensity the survey is fairly big we uh
[00:42:11] we have just finished the first wave and we we got 13,111 answers uh and we are repeating that as I said and in a couple of months we have included uh some of the most visited destinations have a requirement of at
[00:42:28] least 150 questionnaires and as I said before it was important for us since it's it's an online um uh survey that all age groups had enough uh representativity in the sample we also ask how many years they
[00:42:46] everyone has been leing in the destination because it's probably not the same if you just arrived that me you living there for 10 or 15 years that's one of the hypothesis that might be difference difference in the
[00:42:58] answers if they live or work near or in the historic center of town for instance I live here in Madrid but but I don't see a tourist because where I live there is no tourism I live in the outskirts of
[00:43:12] town and er also important to know if someone in their in their um family or themselves work or have a professional relationship to the tourism industry because they have a stake higher take that most people would have regarding
[00:43:32] tourism I just want to go very quickly over the factors that we decided to include in the in the survey they are not pulled out of thin air they come out of a study that Andalusia Spain region in the south of Spain very very touristy
[00:43:48] region um they did a five uh focus groups with different um population groups and they um obtain a series of uh factors that we used for this study they formulated them as statements with which um the
[00:44:07] respondent can agree strongly to strongly disagree in the same scale from one to five so is tourism good for the local economy increases employment creates congestion in public transportation Healthcare or public
[00:44:20] services attracts new investors increases the price of Apartments so you you see the mix of POS positive and negative uh statements or or or factors that we have 15 of them and they're evenly spreaders seven and
[00:44:38] eight and the idea is to derve from this system where where the policy makers can really know uh what is driving uh support or what is driving rejection of tourism in their destination or in their typology
[00:44:58] of destination so is it uh is it traffic is it uh the the cost of living the cost of housing um is the Lost of identity that is driving rejection what is more important for support is it the the the economy is it
[00:45:17] the the fact that you have more um more um Leisure options in your destination that there is more investment done on the on the Public Services all these things I think are the I mean the having an indicator that
[00:45:35] can measure the temperature over time and that can allow you to compare yourself with others is important but having this tool it's even more crucial because it will allow the policy makers to at least know what they
[00:45:49] have to tackle first if they have a problem of rejection and uh we we we have we have already the results for the first um for the first wave we're still starting to analyze them and we will be um we will
[00:46:06] be publishing then together with the second way at the end of January uh probably so as I said we have uh the two waves uh plan and the and there's a lot of analysis that can be done with this with this
[00:46:21] data and I think I've left I hope I've left some time for questions thank you for your uh attention thank you Julio thanks also Clara and Peter of course uh for your presentations so now we have a little

[00:47:26] from the registration form and um that there was a question on the registration form uh about the impact of the changes from the sna update which is also going on at this moment so the update of the system of national accounts which will
[00:47:51] be uh then endorsed basically next year by the stat T commission so uh whether there are impacts from from this uh sna update on this uh new framework of measurement of sustainab sustainability of
[00:48:14] Tourism yeah I'm happy to catch that one um so yes indeed so we have uh from un tourism and as part of the of of our committee on statistics been following closely the developments on the sna revision as we do also the various other
[00:48:31] revision processes that have been ongoing right like the balance of payments and also the classification of uh well of uh the the CPC and the ISC and and also more recently the manual statistics of international traded
[00:48:46] Services no which all of them also touch upon and are very relevant for uh for tourism measurement issues so we have been following those developments quite closely on the a a we know that tourism accounting has been uh has been included
[00:49:03] also as an example um of um of thematic accounts within the sna so we're very happy to see that a and we understand that there will be a mention also of the statistical framework for measuring the sustainability of
[00:49:18] Tourism where precisely we are we're not entirely sure but this is something that has come up also as a comment as part of the the consultation processes um and then of course this is an inherent part of all statistical
[00:49:34] development no so this is the first um let's say the first version of this statistical framework for measuring the sustainability of tourism in a few years time of course the world evolves other statistical standards that this is based
[00:49:47] on also evolve so there will be time also for a revision of this um um framework and then very important also to not is that this uh while this framework is an important step forward um it is far from perfect right um a lot
[00:50:04] of work went into it but it still has ample room U for improvement um and um and it's uh yeah it's it's it's going to be um alive as other statistical standards are as well I hope that more or less give some
[00:50:25] Impressions yeah thanks um we were just trying actually to enable the microphones and the cameras um so on block it didn't work so let me try if I can do it individually so I will uh first go to DAL and let me

[00:51:10] past um but I am quite worried about the progress with regard to the glasow Declaration and the progress toward Net Zero and when I look at the UN web un tourism website what I see is information from
[00:51:27] 2019 and I don't really want to put Clara and others on the spot but I think it's an overall problem perhaps to be discussed with wttc but I think it's really really important to have some indicators of what our progress is
[00:51:43] towards net zero because actually as far as I can tell um we're going in the wrong direction so is it possible to put some sort of Scoreboard on the unwto UN tourism website you know to keep everyone on track thank
[00:52:05] you yeah you want to react to this directly or should we take another question and then you react whatever works as as you prefer Alexander I'm happy maybe just take uh CH yeah please go ahead and answer this one and in the
[00:52:22] meantime I enable the next speaker thanks okay super yeah so likewise it's really nice to see you again Dale so Dale uh used to work in fact for the World Trade Organization and Dale has also been a very important contributor
[00:52:36] to the development of this framework now Dale you ask a question that unfortunately I'm in not a very good position to answer because I'm in the statistics department and the Glasgow decoration is a is uh is well is being
[00:52:50] handled by my colleagues more in the policy department on sustainable tourism but what I do know is that there's uh indeed from speaking to my colleagues there is an um there's an intention and there's a will to streamline this um
[00:53:04] this effort towards a more comparable a measurement through mstd right because one of the indicators that can be derived from the MST framework uh relates to emissions by the tourism industry um and that this be also
[00:53:21] adopted as part of the Glasgow declaration um kind of responsibilities right that ENT signatory entities of the Glasgow declaration have to abide by and that one of those would be to report on emissions and that those emissions
[00:53:37] reported should be measured in line with the MSD um framework right to allow for that International uh comparability and then I take note of your idea for a scoreboard you're absolutely right uh download line that's also very much our
[00:53:52] our line of thinking so once this framework gets implemented uh um more comprehensively in countries around the world uh this will feed also the data reporting uh that we do at uh at un tourism thank you um we have another
[00:54:12] question from Amar so Amar if you w to come in yes yes sure uh good morning everybody uh my name is am I'm a principal adviser at the UN statistic division at the focal point of Beyond GDP uh so my question actually thank you
[00:54:28] for the presentations and my question goes to maybe Clara but also to the other panelists if they if they wish of course uh Clara I mean unfortunately we didn't have time to go through the content or the substance of the uh of
[00:54:41] the sustainability framework of Tourism all right I mean we uh I mean so uh so my question would be directly uh since it has been praised by the CB as a kind of a Beyond GDP thinking and approach if you were asked to maybe highlight maybe
[00:54:58] what are the most Innovative two or three elements that earned that framework such description that would be really useful I would really appreciate that and as I say Peter can come in of course and H you if they wish thank
[00:55:19] you thanks Amar uh so who wants to take this question
[00:55:33] well I'm happy to give it a first go perhaps and then Peter and Julio are welcome to jump in okay ER so my understanding of the of the recognition of the MST framework um as part of the Beyond GDP valueing counts um document
[00:55:50] um principally goes in the direction of it being a first attempt at integrating different um integrating across different types of data domains right both conceptually but also in practice when it comes to different data sources
[00:56:08] and I think this this is really one of the principal merits of this framework right so as I mentioned before this framework um um does not have the ambition of being perfect but did have the ambition of taking that step in the
[00:56:22] in the right direction and because there's a lot of information out there of times especially when it comes to tourism right so tourism is very crosscutting right across different um different Industries so in fact when we
[00:56:35] speak of the tourism sector we often speak of the tourism Industries there are 10 different industries that have been identified as part of the tourism sector for international comparability purposes and this includes of course
[00:56:47] accommodation for visitors it includes the different forms of Transport by air by Road uh by rail um it includes cultural services it includes sports and recreation so there's 10 different tour so this just goes to show how cross
[00:57:02] cutting it is and I think also because of that it uh it made a lot of sense also that um that this um sort of first sectoral approach to moving beyond GDP towards integrating um different pieces of data
[00:57:21] and statistics from across the vastness right of the of the statistical system them into something that is specifically focused on one sector to meet specific sectoral information needs um was quite yeah it's quite Innovative in fact in
[00:57:38] that sense it's in fact the only one that I am aware of but perhaps there are more initiatives of this kind ongoing but perhaps that is what merited the that recognition in that document um maybe maybe I could add also
[00:57:54] um as as Clara mentioned it's a first attempt to integrate different data uh and different topics of of Statistics like environmental statistics energy statistics we have for example the the issue concerning combining tourism
[00:58:12] satellite account with CA so with the system of environmental and economic accounting so I think this is a a big step further um not only looking to the economic development but also to combine this uh this these issues and uh of
[00:58:29] course the and claraa mentioned it already it's not not perfect um and it's a ongoing process um and it's not the compilation guide so this will be the the next steps uh what Clara also mentioned in the end of her presentation
[00:58:47] uh that uh we we have to think about um how to concerning the compilation concerning the best practices uh in the countries to help and to support the countries uh to um to integrate the the MSD framework in their uh National
[00:59:05] statistical uh Frameworks or frames yes thank you thanks yeah Kio please go ahead well just my two sents um you know me meing um res attitudes um visitor satisfaction these kinds of things are well beyond GDP I mean
[00:59:26] um you can have a a glowing industry in terms of contribution to the GDP of your country but it might be generating uh problems with over tourism and visitors might be not getting the full worth but they might not be repeating all these
[00:59:42] things uh uh are crucial for the tourism industry which is an industry that is produced and consumed in the same place and um we we cannot just measure um the economic impact so I think the one of the if not the most important um um
[01:00:01] highlight of MST is that it combines the three and it has been able to properly um standardize and and and and Define the the three pillars of sustainability for tourism thank you Julio um so we are now
[01:00:19] already slightly over time uh so maybe we can wrap up here uh um I would like to thank you all three for for presenting today um it's been a pleasure and very informative normally we would enable the microphones and videos of
